When we right-click on a drive in disk management, do the options “open” and “explore” have the same meaning or are they different? It seems redundant to have two options for the same action, so is there any distinction between them?

When dealing with a software or game CD/DVD, I recall that selecting “Open” initiates the installation process while selecting “Explore” opens the directory of the disc. However, what distinguishes these two options in this context?
