My computer has been restarting after I shut it down for quite some time now. To prevent it from turning on again, I either have to click the shut down button and quickly turn off the monitor, or use a command that shuts down the PC in a few seconds and turn off the monitor before it starts again.

However, if I turn the monitors back on after shutting down the PC, it doesn’t restart. I have tried reinstalling a new version of Windows 10, but it didn’t fix the issue.

I suspect the problem is in the BIOS, but I haven’t been able to identify it.
